For the fourth year in a row, Massachusetts beat California as the most energy-efficient state in the nation for the fourth year in a row, according to the State Energy Efficiency Scorecard released by the American Council for an Energy-Efficient Economy (ACEEE). The top ten include: Rhode Island (first time in top five); Oregon; Vermont; Connecticut; New York; Washington; Maryland; and Minnesota. Washington, D.C., was rated one of the most improved in the Nation.
